Yes, and dogs are even welcome inside. Kodawari, the Japanese rice bowl restaurant, answers the question in its official pet policy:
Do you allow pets inside the restaurant? “Yes, pets are welcome inside Kodawari in both branches! However, please keep in mind that accommodation inside depends on the current crowd and available space so that your pets can stay comfortably. You are also welcome to utilize our al-fresco tables.”
Kodawari (official FAQ, @kodawari.ph)
The “both branches” are Kodawari’s two restaurants: Salcedo Village in Makati and One Parkade in BGC. So a dog can join its owner in the air-conditioned dining room, as long as there is room. On a busy day, the al fresco tables are the fallback.

Kodawari’s policy also comes with an important note for owners: “Pet owners are held solely liable should there be any damage or injury caused by their pets to the store property, staff or to customers.”
Philippine Primer’s write-up of the restaurant agrees, calling Kodawari “a pet-friendly culinary destination” and asking owners to keep their pets well-behaved.

Tips for Visiting Kodawari With a Dog
- Go at off-peak hours. Indoor seating for dogs depends on the crowd, so a mid-afternoon visit gives the best chance of a table inside.
- Be ready to sit al fresco if the dining room is full, and accept the staff’s call graciously.
- Keep the dog on a short leash and close to the chair, out of the path of servers.
- Bring water and a bowl. BGC sidewalks get hot by midday, so walk over in the morning or late afternoon.
- Bring a mat or towel so the dog has its own spot to settle on the floor, not on the seats.
- Pack waste bags and wipes, and a diaper if the dog is still learning.
- Feed a meal before going so the dog is not begging for gyudon.
Owners are responsible for any damage or injury their dog causes, so only bring a dog that can stay calm in a busy restaurant.
